the Chief Executive of Rayong PAO
to the PAO Council of Rayong

Honorable Chief Executive of Rayong PAO and the members of the PAO Council of Rayong,
According to the Provincial Administrative Organizations Act, B.E. 2540 (1997) and its Fourth Amendment, B.E 2552 (2009), the Chief Executive of PAO is directly elected by the public. I (Mr. Piya Pitutecha) am entrusted by Rayong people to be the Chief Executive of Rayong PAO, as Election Commission has already announced the result of Rayong PAO election.
To ensure the accordance of the administration of Rayong PAO with Section 35/4 of Provincial Administrative Organizations Act, B.E. 2540 (1997) and its Fourth Amendment, B.E 2552 (2009) stipulating that Chief Executive is required to deliver an administration policy statement to PAO Council, as the Chief Executive, I determine the policy for administrating the Rayong PAO under the powers and duties of the PAO together with the cooperation with all sectors - governmental sector, private sector, public sector and other local government administrations.
For policy determination of Rayong PAO administration, I therefore set the policy to be in line with the strategy on development of local government organizations in Rayong Province, under powers and duties enacted by related laws, aiming for the utmost benefit of Rayong people. The policy can de divided into eight aspects as follows:
1. Policy on education, religion, art and culture and local wisdom
2. Policy on public health, social work and quality of life
3. Policy on development of environment and natural resources
4. Policy on economy, agriculture, industry and income generation
5. Policy on tourism, sport and recreation
6. Policy on infrastructure development
7. Policy on politics, administration and information
8. Policy on organization management
