According to the Act of Determining Plan and Procedures in Decentralizations to the Local Administrative Organization, B.E. 2542 (1999) and the Notification of the Committee on Decentralizations to the Local Administrative Organization regarding Determining Powers and Duties on Public Service of PAO
Rayong PAO is responsible for public service for the benefit of the people in its local area as follows:
1. Conducting local development plan and coordinating for conducting provincial development plan under regulations of the Cabinet
2. Supporting other local administration organizations for local development
3. Coordinating and cooperating with local administration organizations in carrying out their duties
4. Allocating budget set by laws to other local administration organizations
5. Protecting, preserving and maintaining forests, land, natural resources and environment
6. Managing education
7. Promoting democracy, equality and liberty of the public
8. Promoting participation of the public in local development
9. Promoting appropriate technology development
10. Establishing and managing waste wastewater treatment plant
11. Destroying solid waste and sewage
12. Managing environment and pollutions
13. Managing and maintaining transportation stations by land and water
14. Promoting Tourism
15. Promoting business and trade for either private company, joint venture or cooperation
16. Building and maintaining roads and waterways connecting with areas of local government organizations
17. Establishing and managing central market
18. Promoting sports, traditions and cultures of locality
19. Establishing provincial hospital and medical treatment and preventing and controlling epidemic
20. Establishing museum and archive
21. Managing transportation and traffic engineering
22. Prevention and mitigating disasters
23. Setting up security system in Rayong
24. Conducting activities under the scope of local government organizations in its areas, that require the cooperation of other local government organizations or provincial administrative organizations in accordance with notification of the Committee
25. Supporting and assisting governmental agencies and other local government organizations in local development
26. Providing service for private companies, governmental agencies, state enterprises or other local government organizations
27. Providing social work and developing quality of life of juveniles, women, and elders
28. Conducting other activities stipulated in the Act and relevant laws as powers and duties of PAO
29. Conducting other activities for the benefit of the local public determined by the Committee
The above-mentioned powers and duties of PAO complies with “the Action plan for Determining Process of Decentralizing Power to PAO” effective on March 14, 2002
Nature of public service provided by PAO is as follows:
1. Carrying out large-scale projects exceeding potential of local government organizations in province
2. Conducting overview activities of local government organizations in province
3. Conducting activities in accordance with implementation plan or in relation to overlapping projects and projects involved by more than one local government organization
